I find that there are dark smudges under my eyes after an hour even if I use waterproof mascara or eyeliner?

I use a waterproof mascara and a waterproof liquid eyeliner. But after an hour or so I find dark smudges under my eyes even though I have not rubbed my eyes. They give me a racoon look. The same thing happens even if I use a pencil. Would like advice on how to prevent this and suggestions of products which do not cause this.

use becosules (eat tablet) . and drink lots of water. and use fair and lovely cream.
