What is the difference between a dual core processor and a single core?

If I have a dual core processor @ 4 GHz does that mean each “core” can process 2 GHz(split up the work) or each “core” can process 4 GHz?

If it’s a dual core @ 4GHz, then it will have 2 x 4GHz cores, therefore doubling the processing power (at maximum efficiency) of a single core @ 4GHz.
